With its proximity to Istanbul and its land links to Europe, Thrace is one of Türkiye's major industrial regions. That is why industrial zoned land for sale in Thrace is on the agenda both of companies planning production investments and of investors who want to build long-term land holdings. At Özkan ÖZEL Real Estate Asset Management, we approach an industrial plot decision by examining location, planning and the plot's legal status together.
Why Industrial Zoned Land in Thrace Is in Demand
Tekirdağ's Çorlu, Çerkezköy and Ergene districts and the Lüleburgaz area of Kırklareli are where industry is most concentrated in Thrace. The region is home to numerous organised industrial zones (OIZs) and the European Free Zone in Çorlu. The TEM motorway, the D-100, the Northern Marmara Motorway, the ports of Tekirdağ and the border gates to Europe via Edirne make the region strong in logistics terms.
This explains the interest in industrial zoned land, but the value of each plot is determined individually by planning decisions, infrastructure and legal status. We have shared our field research in our article on the real estate ecosystem in Thrace's organised industrial zones.
Industrial Plots Inside and Outside OIZs: Key Differences
Industrial zoned land for sale in Thrace falls into two main groups:
Plots inside an OIZ
Organised industrial zones are governed by Organised Industrial Zones Law No. 4562. Infrastructure (roads, electricity, water, wastewater and often natural gas) is planned at zone level. On the other hand, the OIZ management and the zone's own regulations play a decisive role in plot allocation, sale and transfer, and some plots may have a different status. A sale inside an OIZ should therefore be handled differently from a conventional land sale.
Industrial zoned land outside an OIZ
For land outside an OIZ, industrial use depends on the decisions of the applicable plans (environmental, master and implementation zoning plans). The plan notes, building conditions and parcelling status need to be checked separately; in land readjustments carried out under Article 18 of Zoning Law No. 3194, a share of the land may be deducted for public use. Connecting infrastructure is often the investor's responsibility. In the Ergene Basin, planning decisions aimed at environmental protection can also affect where industrial facilities may be located.
Technical and Legal Checks for Industrial Zoned Land for Sale in Thrace
Before deciding to buy or sell, we recommend confirming the following in writing:
- Zoning status certificate and plan notes: permitted use, floor area ratio, building coverage ratio, setbacks and height.
- Title deed records: land category, shared ownership, mortgages, attachments and annotations.
- Infrastructure capacity: electrical connection capacity, water, natural gas and wastewater.
- Access: road frontage, heavy goods vehicle access and connection to the main route.
- Ground and environment: a soil survey, and how the environmental impact assessment (EIA) process under Environment Law No. 2872 applies to the planned activity.
- Farmland status: on land registered as a field, non-agricultural use requires permission under Law No. 5403.
Be especially careful with fields sold on the expectation that they “will be opened to industry”: plan changes depend on decisions by the competent authorities and cannot be guaranteed.
A Strategic Approach for Sellers and Investors
Buyers of industrial land usually act on a clear production or logistics need; for the seller, reaching the right buyer starts with preparing complete technical data on the plot. At Özkan ÖZEL, we compile the plot's zoning and infrastructure information, follow the processes with the municipality and the OIZ, and reach qualified prospective buyers through our network of 4,250+ local and 3,000+ international colleagues.

Frequently Asked Questions about Industrial Zoned Land for Sale in Thrace
Plots inside an OIZ are subject to Law No. 4562 and the zone's own regulations; infrastructure is provided at zone level and the OIZ management plays a decisive role in sales and transfers. For industrial zoned land outside an OIZ, use is based on zoning plans and infrastructure is often provided by the investor.
Request the zoning status certificate and plan notes, an up-to-date title deed record, any documents on parcelling and road dedications, connection information from utility providers and, for plots inside an OIZ, written information from the OIZ management on the plot's status.
This may only be possible through planning decisions by the competent authorities and permissions under Law No. 5403, and the outcome cannot be guaranteed in advance. Sales promising that a field “will be opened to industry” therefore call for caution.
Sales and transfers of plots in OIZs follow the relevant legislation and the zone's regulations, and in many cases the OIZ management plays a decisive role. Conditions vary with the plot's status, so the OIZ management should be consulted before any transaction.
